An Air Cargo or Mail Carrier that has been designated by a Member State to carry cargo or mail into the Union from a Third Country Airport.
AC3 – Account consignor of an EU aviation security validated regulated agent, RA3
A consignor (shipper) in a third country who originates cargo or mail for its own account and whose procedures meet common security rules and standards sufficient to allow carriage of that cargo on all-cargo aircraft or mail on all-mail aircraft. The RA3 is accountable for the AC3.

CSD – Consignment Security Declaration
A declaration of who has secured the cargo, declared it secure, and ensured its integrity has been maintained for loading onto the aircraft
KC3 – EU aviation security validated known consignor
A consignor in a third country who originates cargo or mail for its own account and whose procedures meet common security rules and standards sufficient to allow carriage of cargo or mail on any aircraft.
RA3 – EU aviation security validated regulated agent
An air carrier, agent, freight forwarder or any other entity who ensures security controls in respect of cargo or mail, and which has been validated as such, in a third country.
EU aviation security validation
The process whereby an ACC3, regulated agent, known consignor or account consignor is validated to carry cargo or mail from an airport in a third country for transfer, transit or unloading in the EU.
EU aviation security validator
A representative of the national authority of a Union Member State or any other physical or legal person recognized by a Member State or the Commission for the purposes of performing EU aviation security validations.
HRCM – High Risk Cargo or Mail
Consignments originating from or transfer in countries defined as High Risk countries, or consignments which appear to have been significantly tampered with.

National accreditation body
The national accreditation body of a Member State established pursuant to Regulation (EC) No 765/2008.
New ACC3 Regulation
Commission Implementing Regulation (EU) No 1082/2012 of 9 November, 2012 that was approved by a vote of Member States on 20 September, 2012, and which supplements and amends the basic ACC3 framework established under Regulation (EU) No 859/2011.
